What is a Procurement manager?
The Procurement manager plays a crucial function within the Procurement and Contracts Department. Responsibilities include managing and superviseing the personnel within the department, as well as providing strategic guidance to ensure effective purchasing and contracts administration practices.
What does a Procurement manager do?
»Manage the team of procurement professionals and clerical support personnel within the department. This involves tasks such as hiring, training, mentoring, and evaluating staff performance.
»Collaborate with other departments such as finance, legal, operations, and storerooms to ensure alignment of procurement activities with the broader organizational goals and objectives.
» supervise the Contracts Administration process. This involves reviewing and negotiating contracts, ensuring compliance with legal and regulatory requirements, and mitigating potential risks.
» supervise the purchasing process, including maintaining optimal inventory levels and effective engagement with Operations, Engineering, and Stores Departments.
»Monitor and track procurement metrics, such as cost savings, supplier performance, and order fill rates. Prepare and present monthly KPI reports and dashboards to communicate procurement performance.
»Build and maintain strong relationships with suppliers and service providers. The Procurement manager fosters positive relationships with key suppliers to enhance collaboration, negotiate favorable terms, and address any issues that may arise.
»Seek a robust, diverse, and sustainable pool of vendors and contractors to support company operations.
»Provide support during emergencies or storms by preparing necessary checklists and procuring essential supplies such as lodging, meals, water, dry ice, and fuels.
»Represent the company in the Fortis Supply Chain Group and participate in significant industry groups and/or supply chain associations.
»Manage the company's Corporate Credit Card (PCard) program, including conducting monthly audits and generating periodic reports.
»Develop program and system tools to improve work processes to enhance efficiency, accuracy, and overall productivity within the department.
»Review and approve outstanding vouchers to ensure timely and accurate payments.
»Provide assistance with storeroom administration tasks when required.
»Ensure that purchasing, contracts, and PCard manuals and procedures are regularly reviewed and updated to align with changing needs, enhance efficiency, and ensure compliance.
What does it take to be a Procurement manager?
Required:
»Bachelor's degree in a significant field such as Business Administration, Supply Chain Management, Procurement, Finance, Accounting, or other significant discipline. In lieu of a Bachelor’s Degree, an Associate’s Degree with 3 or more years of significant work practice. Equivalent of education and practice may be considered
» capability to effectively coordinate multiple activities with attention to detail
» capability to read and understand Operation Work Plans and Engineering Specifications
»Exceptional analytical capcapability as well as excellent spreadsheet expertise
»Excellent organizational, verbal, and written communication expertise
» capability to analyze complex data, make informed decisions, and solve procurement-related challenges.
»Analytical approach with excellent negotiating expertise to secure the best prices according to market conditions and budget constraints
»Demonstrated leadership abilities expertise, including the capability to lead, mentor, and motivate a team of diverse professionals
»Demonstrated ethical behavior and integrity in dealing with sensitive information, financial matters, and supplier relationships
»Valid driver’s license
Preferred:
»Bachelors or Master’s degree (in aforementioned fields)
» 10+ years of related practice
»Previous personnel management practice
»Professional certifications such as Certified Professional in Supply Management (CPSM), Certified Professional in Supplier Diversity (CPSD), or Certified Professional Public Buyer (CPPB) can be advantageous
» practice delivering solutions to either residential, commercial, or industrial markets
